What do u mean Google has banned your site? in what sense? for eg, they banned you from registering Google Adsense? or they banned you from listing on their search engine?

I think, Google not banned every sites but only those sites who use wrong methods to get top rankings.

Any websites that violates any of Google's webmaster guidelines are possible to be banned. read http://books.google.com/webmasters/guidelines.html
